- "Prevents any referral to a vote" ... but isn't this exactly what this measure is
doing?
This measure will cause ALL acts, not just those in the emergency clause,
to be subject to a referendum. The financial costs of this would be huge.
This would hold our City Government hostage to potential "tyranny of the minority" by requiring unanimous Council approval for even emergency measures, with one vote able to block a majority.
Bureaucratic and not necessary ... this does not belong in the city charter.Vote NO on 3-351!
